POINT OF SALE REGISTRATION BY A DEALER

State law requires a boat dealer to have the buyer of a new or used boat sold at retail complete an application and pay the registration fees before the boat leaves the dealer’s premises. This requirement does not apply if the boat is exempt from registration. (B-10)

A dealer is defined as “a person engaged wholly or in part in the business of selling or offering for sale, buying or taking in trade for the purpose of resale, or exchanging, displaying, demonstrating, or offering for sale three or more boats within 12 consecutive months and who receives or expects to receive money, profit, or any other thing of value.”

This definition is very broad and is intended to encompass all forms of boat dealers. Some examples of persons or businesses which would be considered dealers are:

  • Consignment businesses who act as agent for the owners.
  • Car dealers who take boats in trade.
  • Warehouse and department stores that sell boats.
  • Hobbyists who build or recondition boats and sell more than three boats a year.
  • Boat or marine dealers.

The Contract Services Unit in Anchorage does training and monitoring of boat dealers. This unit will train boat dealers, supply them with forms, and audit their work. See Appendix A for the current address.

Unless a boat dealer is an on-line contract agent, the dealer will not assign a boat number or issue a validation sticker or certificate of number. The dealer will be required to have the buyer complete a BOAT REGISTRATION APPLICATION (Form 02-841) and to collect the appropriate registration fee from the buyer. A copy of the application may be used as a temporary Certificate of Number, allowing the buyer to operate the boat for up to 60 days, until the Certificate of Number issued by DMV is received. The dealer must submit the application and fees to DMV within 30 days. In areas with a DMV office, the dealers will submit the work to the local DMV office. In all other areas of the state the dealer will mail the work to the Contract Services Unit. (See Appendix A for current address.) The DMV office will process the work and mail the certificate of number and the validation sticker to the buyer.
